OnHierarchyChange isn't called when Rotation of the GameObject is changed
How to reproduce:
1. Open the attached project ("case_1188446-Project.zip")
2. Open the SampleScene in the Scene folder
3. Open the top toolbar's PiXYZ->Test
4. Change the Rotation of any GameObject
Expected result: OnHierarchyChange function is called.
Actual result: OnHierarchyChange function is not called
Reproduced in: 2017.4.32f1, 2018.4.10f1, 2019.2.7f2, 2019.3.0b5, 2020.1.0a7
