Steps to reproduce:
1) Open Unity> Switch to learn tab .
2) In basic tutorial download and open any project.
3) Try docking and resizing any window

Actual result: Observe that docking and resizing of any window becomes unresponsive

Reproducible on : 2019.1.0a12, 2019.1.0a11, 2018.2.0b2, 2018.1.0f1, 2018.1.0b1, 2017.3.0f3

Working fine on : 2017.2.0f3, 2017.1.0f3

Environment: Windows and Mac

Reproducible on very few machines.
