OGV file in Video Player not supported in Windows Standalone Build
Reproduction Steps:
1. Import attached project.
2. Open "Test" scene.
3. Enter Play mode.
4. Observe video playing.
5. Build and Run open scene in Windows Standalone.
Expected result: Video plays in Windows Standalone build same as in Unity Editor.
Actual result: Video is not played.
Reproducible with: 5.6.1p3, 2017.1.0f3, 2017.2.0b1
Note: Video Player not supported in previous versions of Unity.

This cannot be by design, as documentation claims OGV can be played on all platforms:
