[Oculus] Unity crash when entering Play mode for the 2nd time with OVRService stopped
Reproduction steps:
1. Open the attached project ("2020.2.7-xrtest.zip")
2. Open the "SampleScene" scene
3. Enter and Exit Play mode
4. Open Task Manager and stop OVRService
5. Enter Play mode
-- Observe the crash
Reproducible with: Oculus Standalone 1.38.4 (2018.4.32f1), Oculus XR Plugin 1.8.1 (2019.4.24f1, 2020.2.7f1, 2020.3.2f1, 2021.1.0f1, 2021.2.0a11)

On the Oculus Rift CV1 this occurs with the ovrservice running, without stopping it.
