[Oculus] Oculus Loader under Plugin Providers doesn't load on the first attempt
The Oculus Loader under 'Installable Plugin Providers' does not load on the first attempt when using the XR Plugin management system.
Refer attached video.
Steps to Reproduce:
1. Create a New Project
2. Window > Package Manager > XR Management > 3.0.5 > Install
3. Edit > Project Settings > XR Plugin Management
4. Installable Plugin Providers > Oculus XR Plugin > Install
5. Add to List > Oculus Loader > Click
Actual Result:
Nothing happens on the first attempt. The plugin is loaded the second time around.
Expected Result:
Loader should load gracefully in the first attempt.
Tested on Unity:
2020.1.0a17, 2019.3.0f4
