[Oculus] Haptics do not work in Play mode
Reproduction steps:
1. Open the attached "1414149.zip" project
2. Open the "SampleScene" Scene
3. Enter the Play mode
4. Hover a controller over the Button with the text "BZZ" and press the index trigger
Expected result: The controller vibrates
Actual result: The controller does not vibrate
Reproducible with: 2.0.0-preview.1 (2020.3.33f1), 3.0.1 (2021.2.19f1, 2021.3.0f1, 2022.1.0b15, 2022.2.0a10)
Not reproducible with: 1.12.0 (2019.4.37f1, 2020.3.33f1)
Could not test with: 3.0.0-pre.2 (2020.3.33f1) (Unable to start Oculus XR Plugin)
