Objects containing Asian characters throw errors when trying to publish them to Collab
How to reproduce:
1. Create new project
2. Enable Collaboration, publish your project
3. Create a Material and name it: __곷___怨쀬뵠__ 筌뤴뫁_앮묾__袁_ __쑵六얏묾_f-16_a_2048
4. Publish your changes
Reproducible with: 2017.4.32f1, 2018.4.10f1, 2019.2.7f2,
Not reproducible with: 2019.3.0a1, 2019.3.0b5, 2020.1.0a5
Reproducible with all Collaboration packages
