Object references to other prefabs are not stored when prefabs are created while processing an asset in an AssetPostprocessor
How to reproduce:
1. Open the attached "repro.zip"
2. Right-click on 'test.txt ' Asset and click on 'Reimport'
3. Double click on created 'test.prefab', expand 'Refs To Other Prefab' List and observe it
Expected result: Elements are assigned
Actual result: Elements are missing
Reproducible: 2018.3.0a6, 2018.3.7f1, 2019.1.0b5, 2019.2.0a7
Not reproducible: 2017.4.22f1, 2018.3.0a5
