Object Picker does not populate with objects in the prefab if the current active scene is empty
Reproduction steps:
1. Open attached project "ObjectPickerBug.zip" and scene "EmptyScene"
2. In Projectwindow, select and open Assets/BugRepro/Prefab/SomePrefab
3. In Hierarchy window, select "SomePrefab" GameObject
4. In Inspector window, "Some Simple Mono (Script)" Component, click "Select Object" button
5. Observe Select Transform window
Expected result: Object Picker is populated with objects
Actual result: Object Picker is not populated with objects
Reproducible with: 2019.4.18f1, 2020.1.0a14
Not reproducible with: 2020.1.a15, 2020.2.2f1, 2021.1.0b2, 2021.2.0a1
Could not test with: 2018.4.30f1 (compilation errors)

Issue only reproduces on empty scene
