Object highlight in Hierarchy lags behind the mouse when moving quickly with a mouse over objects
Steps to reproduce:
1. Create a new project
2. Make Hierarchy window as long as possible and fill it in with game objects
3. Quickly move up and down with a mouse over the objects in Hierarchy
Expected result: Object which is under a mouse is highlighted
Actual result: Highlight is slightly lagging behind the mouse
Reproducible: 2018.3.0a4, 2018.3.0b5, 2019.1.0a14, 2019.2.0a1
Object highlight in Hierarchy was added in 2018.3
Note: The quicker the mouse is moving the more visible is the issue
