Normal buffer writing does not respect depth buffer when using 2DRenderer
How to reproduce:
1. Open the attached "2DUrpNormalsDepth.zip" and NormalDepthBug scene
2. In the Scene view, observe both the examples
Expected result: both look the same
Actual result: example on the right does not display depth
Reproducible with: 11.0.0 (2021.1.16f1), 12.0.0 (2021.2.0b5, 2022.1.0a3)
Could not test with: 2019.4, 2020.3 (could not downgrade)
