None of Editor tooltips aren't shown when in Play Mode
Reproduction steps:
1. Open the attached project “TooltipBug“
2. Enter Play Mode
3. Hover mouse over the Pause button
Expected result: Tooltip is shown below the button
Actual result: Tooltip is not shown below the button
Reproduced with: 2021.3.27f1, 2022.3.2f1, 2023.1.0f1, 2023.2.0a18
