Noise Editor Fractal Type Strata property value resets when switching between properties
How to reproduce:
1. Open user's attached '19.3.b3.zip' project
2. Open Window > Terrain > Edit Noise
3. Select Fractal Type Strata in Domain Settings
4. Notice that StrataScale is 0
5. Select Fractal Type None
6. Select Fractal Type Strata
7. Notice that StrataScale is 1
Expected result: Fractal Type Strata property value remains the same
Actual result: Fractal Type Strata property value resets
Reproducible with: 2019.2.6f1, 2019.3.0b4, 2020.1.0a4
Could not test 2017.4.32f1, 2018.4.9f1 because Terrain Tools package is not introduced, 2019.2.0a1 due to package errors
