Unity Hub GUI doesn't appear when computer is disconnected from the Internet and Hub is opened
How to reproduce:
1. Disconnect a Windows 10 x64 computer from the Internet by unplugging its Ethernet cable. Ensure that it is not connected to any wi-fi signals
2. Attempt to open Unity Hub
Reproducible with: Unity Hub 1.6.1 and 2.0.0-beta.3
Actual results: when machine is disconnected from the internet, no Unity Hub GUI appears
Expected results: GUI should be shown even without internet

UNITY HUB GUI DOESN'T APPEAR WHEN COMPUTER IS DISCONNECTED FROM THE INTERNET AND HUB IS OPENED is the caption being given here.
