No sRGB conversion on some Android devices when using the Universal Render Pipeline
Steps to reproduce:
1. Open supplied project (BrokenGammaTest.zip)
2. Build the Sample Scene on Android / Run the attacked apk
3. Inspect the screen
Expected: value is set to true and the screen is not darker than in Editor
Actual: value is set to true and the screen is darker than in Editor
Reproduced in: 2019.2.21f1, 2019.3.5f1, 2020.1.0b3, 2020.2.0a4
