No blue outline is shown on a folder in the Project tab when an external file is being dragged over the folder
How to reproduce:
1. Create and open a new project
2. Create a folder in the Project tab
3. Import any file by dragging it from an external directory onto the newly created folder in the Project tab
4. Observe the Project tab while dragging and hovering over the folder
Expected result: The hovered folder name is highlighted in a blue outline
Actual result: The hovered folder name is not highlighted in a blue outline
Reproducible in: 2023.3.0b10, 6000.0.28f1, 6000.1.0a5
Not reproducible in: 2021.3.46f1, 2022.3.53f1, 2023.3.0b9
Reproduced on: Windows 11 Pro (23H2), macOS 14.4.1 (M2)
