NGO CoreCLR Initial Support
This is initial support to assist getting NGO working with CoreCLR builds.

[Created an experimental branch with temporary work arounds|https://github.com/Unity-Technologies/com.unity.netcode.gameobjects/compare/develop...experimental/ngo-exclude-gettypename] in order to get past each issue encountered until no further issues are found.
