Newly made projects don't start with Text Mesh Pro latest verified version
To repro:
- Start a new project with the latest 2020.2
- Go to Package Manager
- Notice that the TMP package already need to be updated
Expected result: when a user starts a new project with a template, all packages need to be up to date
Same for 2019.4, 2020.1 and 2021.1
Cannot repro in 2018.4

Resolution Note:
Since packages are published independently of the Unity Editor, the latest verified release of the TMP package will not become the default TMP package until a new release of the Unity editor is released with this version of the TMP package as default.
