Newly controlled scenes will have point light instead of directional even if project was changed from 2D to 3D
To repro:
1. Create new 2D project
2. Go to Edit > Project settings > Editor
3. Change project to 3D
4. Create new scene
5. Notice directional light in scene is point and with no shadows
There is also an issue which sometimes causes new projects to be 2D even if they were created as 3D, no idea how repro though
