New Projects don't start with the latest Timeline Verified For version
To reproduce:
- Start a new project with any template with Unity 2020.2
- Go to Package Manager and notice that the Timeline package already needs updating
Expected result: a new project started with Unity should have all the packages already up to date
Cannot repro in 2018.4, 2019.4, 2020.1
