New Input System does not work when the project is built for WebGL
How to reproduce:
1. Open the attached '1347300.zip' project
2. Build the project for WebGL
3. Try to click on any of the menu buttons
Expected result: The buttons are clickable
Actual result: The buttons are not clickable
Reproducible with: 2021.2.0b1, 2021.2.0b3, 2022.1.0a2
Not reproducible with: 2018.4.36f1, 2019.4.29f1, 2020.3.14f1, 2021.1.14f1, 2021.2.0a16
Cannot test with: 2021.2.0a17-2021.2.0a21 (Incremental Player build errors)
Notes:
- The repro project contains the Input System Touch Samples
- The issue doesn't reproduce in the Editor
- Tested with Chrome and Firefox
