New Assets are not included in the Asset Bundle when building an Asset Bundle with the same name
How to reproduce:
1. Open user-submitted project (unityAbTest)
2. Make sure the 'StreamingAssets' folder is empty
3. In the toolbar select Build Asset Bundle -> First Build
4. In the toolbar select Build Asset Bundle -> Second Build with new asset
5. Check the 'sphere.manifest' file in the 'StreamingAssets' folder
Expected result: manifest Assets are updated with Cube.mat
Actual result: manifest Assets are not updated and only contain the Asset from the first build
Reproducible with: 2017.4.32f1, 2018.4.7f1, 2019.2.2f1, 2019.3.0a12, 2020.1.0a1
Notes:
Using BuildAssetBundleOptions.ForceRebuildAssetBundle does not cause this issue to occur
