Steps to reproduce:

2. Install Addressables package via Package Manager
3. Right-click in Project window, navigate to Create > Addressables > Group Templates > 4. Create Blank Group Template
5. Make sure AddressableAssetGroupTemplate.asset is selected in Project window
6. In Inspector window press on “Add Schema” button
7. Select and add “Content Update Restriction” and “Resources and Built In Scenes”
8. On the right, press on a gear icon to open a menu
9. From the menu pick “Move Up” or “Move Down”
10. Observe the elements in the Inspector window
