Move Tool Gizmo doesn't show up over the Light Anchor Gizmo when the Light Anchor Tool is toggled on in the Scene view
How to reproduce:
1. Open the user's attached "CC_Lighting" project
2. Open the "FinalScene_Lighting_Studio" Scene
3. Select the "Lighting -> Light anchor" GameObject in the Hierarchy
4. Toggle on the Light Anchor Tool under the Transform Tool in the Scene view
Expected result: The Move Tool Gizmo appears over the Light Anchor Gizmo in the Scene view
Actual result: The Move Tool Gizmo doesn't show up
Reproducible with: 12.1.4 (2021.2.9f1), 13.0.0 (2022.1.0a11), 13.1.2 - 13.1.5 (2022.1.0b5, 2022.2.0a2)
Not reproducible with: 12.0.0 (2022.1.0a1, 2022.1.0a10)
Couldn't test with: 7.7.1 (2019.4.35f1), 10.8.1 (2020.3.27f1) (Light Anchor feature doesn't exist)
