Mouse cursor flickering when hovering over editor window edges on Windows platform
Reproduction steps:
1. Create a new project
2. Select View Tool in the top toolbar (Hand icon)
3. Hover mouse cursor over editor Scene window/tab edges
Alternate reproduction steps:
1. Create a new project
2. Create a Material asset in Project Window
3. Click and drag the Material asset over any editor window/tab edges
Expected result: The mouse pointer shouldn't change
Actual result: The mouse pointer flickers and changes between current and "resize" cursors
Reproducible with: 2021.2.0a1, 2021.2.0a16
Not reproducible with: 2019.4.26f1, 2020.3.7f1, 2021.1.6f1
Note: Only reproducible on Windows, not reproducible on Mac OS
