Mouse cursor becomes the last used tile palette tool while hovering over the game view
To reproduce:
1. Open the Tile Palette window
2. Select the Brush tool
3. Close the Tile Palette window
4. Hover over the Game view
5. Observe that cursor changes to the Brush tool
6. Hover over the Scene view
7. Observe that cursor doesn't change
Expected: when the Tile Palette window is closed, the cursor doesn't change to any Tile Palette tool when hovering over the Game view
Reproduced in 2017.2.3p2, 2017.3.2f1, 2017.4.5f1, 2018.1.7f1, 2018.2.0b6, 2018.2.0b11, 2018.3.0a3
Won't fix: Game View will display any custom cursor set previously in any other Editor Window to facilitate user cursors
