Mono Scripts in dlls fail to import when reimporting all Assets

Reproduction steps:
1. Open the "HighHandHoldem.zip" project attached by the user
2. Observe how many Mono Scripts are inside the contents of Assets > HighHandHoldem > logic > Plugins > HighHandHoldem.Unity.dll
3. Right-click the "HighHandHoldem.Unity.dll" in the Project window and select "Reimport"
4. Repeat step 2
5. Right-click inside the Project window and select "Reimport all"
6. Repeat step 2

Expected result: "HighHandHoldem.Unity.dll" is imported correctly (35 Mono Scripts inside) with both, "Reimport" and "Reimport All", actions
Actual result: Reimporting the "HighHandHoldem.Unity.dll" imports it correctly (35 Mono Scripts inside) but "Reimport all" does not import all of its contents (only 23 Mono Scripts)

Reproducible with: 2020.2.0b3, 2020.3.14f1, 2021.1.14f1, 2021.2.0b3, 2022.1.0a1
Not reproducible with: 2018.4.36f1, 2019.4.29f1, 2020.2.0b2

    I see that this issue has been fixed in Unity 2021.2.0b18. That's great! That means it is fixed in the non-beta versions too, right (i.e., 2021.2.1f1+)?

    This issue has been blocking my Unity Cloud Builds for months. I can create builds locally but this is a very large distraction. Any updates on this Bug yet?
