[Mono] Cultureinfo.currentculture doesn't work
To Reproduce:
1. Run the attached project.
2. Observe that System.Globalization.CultureInfo.CurrentCulture always returns Invariant Language
Tested on OSX & iOS.
Won't fix since it will cause a huge number of regressions.

I have the same problem on native Android and Windows 7.
