Mock Runtime option in OpenXR toggles on after entering Play Mode if it was toggled off before
Steps to reproduce:
1. Open the attached user's project "test.zip"
2. Connect Oculus link to Quest 2
3. Make sure OpenXR is selected as the XR plugin
4. Toggle off the Mock Runtime
5. Enter Play Mode
6. Observe Mock Runtime has toggled back on
Expected results: Mock Runtime option in OpenXR remains toggled off after entering the Play Mode
Actual Results: Mock Runtime option in OpenXR toggles on after entering the Play Mode
Reproducible in: OpenXR 1.6.0, 1.7.0 (2020.3.47f1, 2021.3.24f1, 2022.2.18f1, 2023.1.0b15, 2023.2.0a13)
Not reproducible OpenXR 1.5.3 (2020.3.47f1)
