[Android] NetworkTransport doesn't clear queue from QoSType.StateUpdate
Steps to reproduce:
1. Open user attached "irlDAndroid" project
2. Build and install to your android device
3. Open user attached "irlDproject" project
4. Play the scene
5. Launch irIDAndroid build on you device
6. Observe the android phone has connected, ("READY" will appear on your monitor screen)
(if on work network, please set up a hotspot, or your device will not connect)
7. Click on the sword on the phone and then tutorial
8. Notice the constantly growing queue in the console window
Expected result: NetworkTransport should clear queue from QoSType.StateUpdate
Reproduced in: 2018.3.0a1, 2018.2.0b7, 2018.1.1f1, 2017.4.3f1, 2017.3.2f1, 2017.2.3f1, 2017.1.2p4
Devices tested with:
Sony Xperia Z2, OS 6.0
Samsung Galaxy S5, OS 6.0
