MLAPI dependencies are not imported when Editor path contains an apostrophe
How to reproduce:
1. Make sure that the Editor path contains an apostrophe
2. Create an empty project and open it
3. Open Package Manager and select Add from git URL
4. Paste URL: https://github.com/Unity-Technologies/com.unity.multiplayer.mlapi.git?path=/com.unity.multiplayer.mlapi#release/0.1.0
5. Observe the Console window
Expected result: there are no errors and the package is installed
Actual result: System.IO.DirectoryNotFoundException errors appear
Reproducible with: 2020.2.0a1, 2020.3.11f1, 2021.1.10f1, 2021.2.0a18
Not reproducible with: 2019.4.28f1, 2020.1.17f1, 2021.2.0a19
Could not test with: 2018.4.35f1 (MLAPI isn't compatible with Unity 2018.4)
