Mixed mode lighting with progressive lightmapper adding lights twice
Steps to reproduce:
1. Open attached "MixedMode.zip" project
2. Observe some shadows darker than others
3. Lighter shadow objects have non-static lighting checked
Expected: Only darker shadows appear at all
Actual: Static Lightmap objects get their shadows calculated and added twice
Reproduced on: 2017.1.0b1, 2017.1.0f1, 2017.1.0b1
Regression introduced on 2017.1.0a3
Doesn't reproduce on: 5.6.2p1, 2017.1.0a1, 2017.1.0a2
