Minor Unity version doesn't automatically update based on the major Unity version
How to reproduce:
1. Create a new Unity project
2. Go to Window -> Package Management -> Package Manager -> + -> Create Package -> Create
3. Select the created package -> Manage -> Edit Manifest
4. Under "Minimum Unity Version", make sure to have "Major" version at "6000" and "Minor" at "6"
5. Change the "Major" version to any other one
6. Observe the results
Expected results: The "Minor" version automatically updates based on the stream
Actual results: The "MInor" version doesn't update which still allows to create the impossible combinations
Reproducible with: 6000.5.0b1, 6000.6.0a1
Can't test with: 6000.0.71f1, 6000.3.11f1, 6000.4.1f1 (All "Minor" versions are available across all streams
Reproducible on: macOS Tahoe 26 (M1), Ubuntu 24
