Middle-Mouse Recenter over UI
To reproduce:
1. In a new project, create Canvas
2. Middle mouse click on on the Canvas in the scene view
3. Observe how far the camera zooms out
Expected: the camera doesn't zoom out as much
Reproduced in 2017.1.3p3, 2017.2.2p3, 2017.3.2f1, 2017.4.1f1, 2018.1.0b4, 2018.1.0f1, 2018.2.0b1
