[Metal] Poor performance when moving around undocked Editor windows
How to reproduce:
1. Create a new Unity project
2. Undock any Unity window(for instance, Console window)
3. Attempt to move the window by dragging it around
Expected result: dragging the window is smooth and responsive
Actual result: dragging the window is choppy and unresponsive
Reproducible with: 2019.3.0a2, 2019.3.0a3
Not reproducible with: 2017.4.27f1, 2018.4.1f1, 2019.1.3f1, 2019.2.0b3, 2019.3.0a1
