Metadata file 'nunit.framework.dll' could not be found error appears when updating Test Framework package
Reproduction steps:
1. Create an empty project
2. Open Package Manager and select Test Framework
3. Update it to the 1.1.20 version
4. Observe the Console window
Expected result: There are no errors
Actual result: The 'nunit.framework.dll' could not be found error appears
Reproducible with: 2019.4.17f1, 2020.1.0a21
Not reproducible with: 2020.1.0a22, 2020.1.17f1, 2020.2.1f1, 2021.1.0b1
Could not test with: 2018.4.29f1(could not downgrade)
Notes: The issue is not reproducible after adding "com.unity.ext.nunit": "1.0.6" to manifest.json
