MenuItem priority does not take effect until Unity is restarted when changing MenuItem priority
How to reproduce:
1. Open attached project(ChangeMenuItemPriority.zip)
2. Open GameObject drop-down list and notice location of MenuItemTest Menu Item
3. Open Editor/MenuItemTest.cs
4. Change the priority of MenuItem to 10
Expected result: Menu Item priority changes after the script is built
Actual result: Menu Item priority change only occurs after restarting Unity
Reproducible with: 5.6.6f2, 2017.1.3p4, 2017.2.2p4, 2017.3.2f1, 2017.4.2f2, 2018.1.0f2, 2018.2.0b3
