Menu separator line can no longer be inserted
Steps to reproduce:
1. Open attached project "menu_item_test"
2. Click on "File" menu item
3. Notice that there's no line separator between "Exit" and "Demo Bug" sub menu items
- There's also an error message in the console: "Ignoring menu item File because it is in no submenu!"

Reproduced with: 5.4.1f1, 5.5.0b3
Not reproducible with: 5.3.6f1, 5.4.0f3
