Menu Bar gets corrupted when setting MenuItem priority to MinValue
How to reproduce:
1. Open the attached “IN-82529“ project
2. Observe the Menu Bar
Expected result: Under "Services," there is an item labeled "A."
Actual result: Instead of "Services," there is a "CONTEXT" selection.
Reproducible with: 2023.3.0a17, 6000.0.16f1
Not reproducible with: 2021.3.43f1, 2022.3.43f1, 2023.3.0a16
Reproduced on: Windows 11
Not reproduced on: No other environment tested
Workaround: Set priority to ‘int.MinValue + 1’
