[Memory] Memory usage increases and stays in use each time the Scene View Window is resized
How to reproduce:
1. Create a new Project
2. Undock the Scene View Window
3. Open the Task Manager and highlight Unity
4. Resize the undocked Scene View a few times
5. Observe the Task Manager
Expected result: Memory usage increases while resizing and decreases once finished
Actual result: Memory usage increases while resizing and stays in use after resizing
Reproduced in: 2018.2.0b4, 2018.1.1f1, 2017.4.3f1. 2017.2.3f1, 2017.1.4f1
