Memory leaks when moving around/navigating in HDRP Scene and Scene lighting is disabled
How to reproduce:
1. Open the attached 'project-1211183.zip' project
2. In the Scene window disable scene lighting (lightbulb icon)
3. Open Windows Task Manager
4. Move around in the Scene (hold right-click + WASD keys)
5. Observe Unity Editor's Memory consumption in the Task Manager while moving in the Scene window
Expected result: no memory is leaking
Actual result: memory leaks quite fast
Reproducible with: 2019.3.0f5, 2020.1.0a20 (7.1.7)
Not reproducible with: 2018.4.16f1 (4.0.0, 4.10.0), 2019.2.19f1 (6.9.0, 6.9.2)
Could not test with: 2017.4.36f1 (HDPR not available)
Re-enabling scene lighting releases the memory

Not yet completely fixed!! Memory rises slow but still rises! When i go after some time into empty scene, task manages shows 4gb of memory is in use!! It is never released! I sent 3 repro projects, no response! Please help!
