Managedheap.usedsize memory leak when using a huge mesh if set to Static
Steps to reproduce:
1. Open user-supplied project and the MemLeakTest Scene
2. Make sure the "Hex Ground 01" in Hierarchy window is set to Static
3. Check Task Manager
Expected: the memory usage does not increase
Actual: memory increases over time
Reproduced in: 2017.4.0f1, 2017.4.18f1, 2018.3.3f1, 2019.1.0a14, 2019.2.0a2
Note: If you uncheck static, memory leak disappears.
If you run the scene, memory leak disappears
Reproduces on both Mono and IL2CPP
