Malformed .csproj files and empty folders are generated when there are relative packages containing asmdefs
To reproduce:
1. Open attached project
2. Open the Example project
3. Open the Visual Studio from the Unity Editor via the Assets/Open C# Project menu item
Reproducible with: 2018.2.0a2, 2018.3.10f1, 2019.1.0b8, 2019.2.0a9
Not reproducible with: 2017.4.24f1, 2018.2.0a1
Actual results: malformed .csproj files and empty folders are generated
