Main Editor Window is loaded with gaps on the side and bottom borders when the Layout is loaded while window is not maximized
How to reproduce:
1. Open any Unity project
2. Resize the Main Editor Window to fill the whole screen (the window must not be maximized)
3. Load any layout
Expected results: The layout is loaded without any gaps in the sides of the window
Actual results: The Main Window resizes and gets a gap in the bottom and side borders
Reproducible with: 2017.4.30f1, 2018.4.5f1, 2019.1.13f1, 2019.2.0f1, 2019.3.0a11
