[macOS] Window can't be opened from Help when Editor is open on secondary monitor
Reproduction steps:
1. Open the user's attached project
2. Move Unity Editor to the secondary monitor
3. Open another program from the main monitor
4. In Help write "Tile Palette" and select it
Expected result: Window opens
Actual result: Window doesn't open
Reproduced with: 2019.4.39f1, 2020.3.24f1, 2021.3.2f1, 2022.1.0f1, 2022.2.0a13

- Window appears only when selecting the menu bar after opening a window from Help
