[macOS] Selected Locale is always set to English
How to reproduce:
1. Download and open the attached project
2. Build the project for macOS
3. Open the built project
4. Observe the language
Expected outcome: The language is japanese
Actual outcome: The language is english
Reproducible with: 2020.3.48f1, 2021.3.29f1, 2022.3.6f1, 2023.1.7f1, 2023.2.0b3
