[MacOS] Replacing old build with development build fails with BuildFailedException
How to reproduce:
1. Create new Project
2. Open Build settings and build project
3. Enable Development build
4. Build player again (when prompted click Replace)
Expected result: Build succeeds
Actual result: Build fails
Reproduced with: 2021.2.0b13, 2022.1.0a10
Does not reproduce with: 2021.1.22f1, 2021.2.0b12

I have this error when build WebGL from Unity 2020.3.4f1 on MacOS it's still fail.
