Opening an EditorWindow as "Popup" results in a delay
Reproduction steps:
1. Open the attached project "test.zip";
2. From the menu, select Example - ShowPopup.
Expected results: two Popup windows should appear in approximately the same time.
Actual results: one of the windows appear a little bit later than another.
Reproduced on: 2017.2.3p3, 2017.4.8f1, 2018.1.9f1, 2018.2.2f1, 2018.3.0a7.
Reproducible only on MacOS, on Windows both popup windows appear on time together.
