[macOS] Localization files are not created in the Xcode project
Reproduction steps:
1. Open the attached “IN-129139” project
2. Switch to the macOS Build Platform
3. In the Build Profiles window, enable the “Create Xcode Project” option
4. Build the macOS Player
5. Open the Xcode Project
6. In the left-side Panel, select the project
7. Observe the Localizations tab
Actual result: Xcode reports “0 Files localized”
Expected result: Some localized files are found
Reproducible with: 1.5.9 (6000.0.65f1, 6000.3.4f1, 6000.4.0b4, 6000.5.0a4)
Reproducible on: macOS 15.7.3 (by reporter), macOS 26.2
Not reproducible on: No other environments tested
