[macOS] Floating windows open behind other fulls-screen applications when full-screen Editor is opened on the external display
How to reproduce:
1. Create a new project and set window to full-screen on the external display
2. Open Calendar application and set window to full-screen on the primary display
3. Open File > Build Settings
Expected result: Build Settings window appears in front of other full-screen applications when Editor is in focus and set to fullscreen
Actual result: Build Settings appears behind other full-screen applications when Editor is in focus and set to fullscreen
Reproducible with: 2017.4.38f1, 2018.4.19f1, 2019.3.5f1, 2020.1.0b1, 2020.2.0a2
Notes:
- Tested with macOS 10.15.3, 10.14.6
- Reproducible with any opened floating window
- Not reproducible on Windows
